b9ddb142-7f8c-4f99-940e-481ffb437ec5-708057North of England Commissioning Support (NECS) are working for, and on behalf of, NHS England and NHS Improvement - North West who wish to commission three separate lots of specialist led primary care orthodontic provision in the following areas: Lot 1 - Cheshire East (East) Lot 2 - Cheshire East (South) Lot 3 - Blackburn The basic principles that mirror that of the open procedure will be followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with the Light Touch Regime within The Public Contracts Regulations 2015 (as amended), ensuring a fair, open, and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013. Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider: (a) How what is proposed to be procured might improve the economic, social, and environmental well-being of the area where it exercises its functions, and (b) How, in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being. This procurement will be conducted via the NECS e-tendering system (In-tend) as such there will be no hard copy documents issued to bidders and all communications between bidders and NECS, including tender submissions, will be conducted via the In-tend portal. PLEASE NOTE: Tender documentation will be available via In-tend from 5th September 2022 and the closing date for receipt of tenders is 12 noon on 7th November 2022. Additional information: NHS England North West Dental Team were initially the Contracting Authority when this tender was published on 5th September 2022. As of 1st April 2023 NHS England North West Dental Team become part of the new Integrated Care Boards (ICBs) and with this NHS Cheshire and Merseyside Integrated Care Board and NHS Lancashire and South Cumbria Integrated Care Board. For clarity Lot 1 & Lot 2 are under the NHS Cheshire & Merseyside Integrated Care Board Lot 3 is under the NHS Lancashire & South Cumbria Integrated Care Board Moving forward any Contract Award would now be on behalf of NHS Cheshire & Merseyside Integrated Care Board and/or NHS Lancashire & South Cumbria Integrated Care Board and no reference to NHS England North West Dental Team will be made any further as this is now an outdated organisation
