The Vision will set out National Highways' approach to Motorway Service Areas, Amenity Sites, Laybys and Truckstops. 2. Develop said vision(s) showing clear objectives for RIS3, RIS4 RIS5, and beyond. 3. Identify the levers/strategy needed to provide direction for National Highways.
