Explanation: An Open Procedure procurement exercise for Security and CCTV Monitoring Services was conducted by the Royal Borough of Kingston-upon-Thames which returned no suitable tenders. This was due to non-compliance of the bids received with the Council's requirements. Therefore, in accordance with Regulation 32(2) (a) of the Public Contracts Regulation 2015 (PCR 2015), the Royal Borough of Kingston-upon-Thames awarded a contract for the provision of Security and CCTV Monitoring Services following the conduct of a Negotiated Procedure without prior publication of a notice.
