36bfe16d-99cd-4a0a-8243-18636b8e8c73-90580Department for Transport (The Authority) require the provision of online facilities to host the collection of data from specified bus operators and local authorities in Great Britain via a series of secure quarterly, annual and biennial web surveys, potentially including some carried out on behalf of non-government transport sector organisations. Project deliverables are secure online survey forms for the surveys listed the full brief. The first surveys to be hosted will be required to be set-up and tested by the Authority contract manager by May 2016. Details of milestones for other planned surveys are given in the full brief, and subject to change and the Provider is expected to be flexible. All online forms, web links and related facilities will need to have been fully tested and be operational no later than one week before the agreed survey launch date. Unless otherwise agreed, The Authority will provide at least one month’s notice between confirming that a survey will be required and the date when the Provider will be expected to have set up, tested and signed off the online survey form. The exceptions are the continuous surveys listed in the full brief. Potential Providers are required to provide details of how they intend to deliver against the proposed timetable, identifying the main tasks and key milestones and indicating clearly what and when The Authority is expected to contribute/supply information. For each of the surveys listed the full brief, the successful provider will be required to: - Convert survey questionnaires into web-based electronic forms - Programme validation checks into the forms - Host data collection on a secure website - Enable The Authority regular access to the data via secure web download -Provide technical support The Potential Provider must be accredited to handle Her Majesty’s Government (HMG) data. The contact details of the Accreditor for the system should be submitted. Where the Potential Provider does not already meet this requirement, it should provide an undertaking that it will take steps to meet the requirement before the solution can handle HMG data and explain how it will do so without infringing on the deliverable dates. Please see attached Appendix B for full description. The requirement is for a 12 month contract with an option to extend for 12 months Additional information: Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for CCS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Full instructions for registration and use of the system can be found at http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the e-Sourcing Suite, you will need to express and interest for the SO17596 Bus Data Collection DfT. This is done by emailing ExpressionOfInterest@crowncommercial.gov.uk Your email must clearly state: ● the name of this procurement SO17596 Bus Data Collection DfT ● the name of the registered supplier; and ● the name and contact details for the registered individual sending the email. Crown Commercial Service will then process this email and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done. The Invitation to Tender will be issued by close of play on Friday 11th March 2016 and therefore suppliers can register on the e-Sourcing Suite between the issue date of this Contracts Finder advert and the deadline date. The deadline date for submission of proposals on eSourcing Portal will be Monday 4th April 2016 It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond.
