39ace613-4110-43de-9236-fd76894189de-133320The overall objectives of the project are to: a) Advise Ofwat on the appropriate approach for allocating the RCV to the bio resources price control. This will require an assessment of the benefits and disadvantages of a range of potential methods, informed by analysis of relevant examples where methods have been applied in other sectors and/or internationally. b) Set out the major challenges and risks of adopting each approach in forming a recommendation on the approach that is most likely to satisfy our policy objectives and enable implementation of a robust RCV allocation for sludge assets. c) Outline the information requirements underpinning the recommended method and evaluate the material issues and challenges associated with collecting the data robustly. d) Develop guidance that will promote a consistent approach to be taken across the industry in providing the required information.
