External Audit Service Providers reports should also state whether, in all material respects, recurrent and specific grants from HEFCE (and other bodies and restricted funds where appropriate) have been properly applied for the purposes provided, and in accordance with the institution's Financial Memorandum with HEFCE; in other words, that the conditions of grant have been met.
