4c0d073d-edb9-4ca6-bed1-facff62eadb8-251319BEIS wishes for the provision of ongoing maintenance and support for the DNM, the provision or proposal of ad-hoc model developments where available and to ensure changes to the model are properly tested and integrated, to ensure analysts can use the model effectively to meet policy needs. The Electricity Distribution Network Model (DNM) consists of a Power Flow Model and an Investment Model to model electricity distribution network reinforcement costs associated with different peak demand profiles, driven by general electricity demand and different technology/intervention uptake on both the demand and supply sides. The model is used alongside BEIS's other GB electricity market modelling capability to provide a complete picture of the future costs to the electricity system and is rooted in the work undertaken as part of the legacy Smart Grid Forum's Workstreams 3 and 7. The support and maintenance BEIS wishes to commission must ensure BEIS analysts can use the model effectively by assisting them in setting up inputs, creating output templates and resolving technical issues with the working environment. The contractor will be responsible for dealing with issues that cannot be resolved by the in-house team, for providing training and for providing expert tailored support. Further responsibilities of the contractor include the provision or proposal of ad-hoc model developments where possible as well as ensuring changes to the model are properly tested and integrated. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by email to Birgit.Wosnitza@beis.gov.uk and Nazish.Choudery@beis.gov.uk by 11am on 7th September 2018. After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 28th September 2018 (or shortly thereafter). Project completion is required by 31st March 2020.
