Developing and maintaining high quality and readily accessible information about its assets is a requirement of Highways England's operating licence and a key performance metric assessed by the Monitor. Up to date and unambiguous data is particularly important in maintaining safety critical assets and the attendant risk of their failure in a prompt and proactive way.
