A smaller Steering Group will manage contractual matters and day-to-day liaison with the successful tenderer. For the purposes of this tender, the commissioning bodies will be referred to as the ‘partners’. The ‘study area’ will comprise the relevant Housing Market Area (HMA) and Functional Economic Market Area (FEMA), both of which must be defined by the successful tenderer at the outset of the study. Previously, the HMA has been defined as the City of Leicester, and the Districts and Boroughs of Leicestershire; the study needs to consider whether this definition of the HMA and FEMA is still appropriate.
