Additional information: The waiver was sought in accordance with PCR Regulation 6(6) and PCR Regulation 32 (2) c. on the basis that: - i. Extreme urgency - aggravated by the potential Health and Safety implications to UAS Children; and requirement to comply with a Court Order. ii. Events unforeseeable by the contracting authority - this requirement has been put upon the Council as a consequence of a Court case, the outcome of which, we could not have planned for; and iii. Time limits for an open competitive/restricted procedure would not likely secure the requirement in the kind of timelines the Court will expect. RFQ issued - also, each individual contract with awarded providers likely to fall below PCR threshold for services.
