067086-2025Leeds City Council referred to hereafter as the Council has a duty under Part 2A of the Environmental Protection Act 1990 to inspect its area for 'Contaminated Land'. This duty falls within the City Development Directorate of the Council. An inspection strategy has been outlined in the 'Contaminated Land: An Inspection Strategy for Leeds' report dated October 2018. This document can be downloaded from land contamination (leeds.gov.uk). Once sites of potential concern have been identified, detailed inspections will be undertaken which may involve the sampling and analysis of site soil and water samples. To this end, detailed inspection of sites by the Council within the district of Leeds is ongoing. This process involves the production of a Phase 1 Desk Study report which identifies the requirement (or not) to carry out a Phase 2 Site Investigation. In most cases the site investigation will include the taking of soil samples for laboratory analysis. It is intended that, under the auspices of this agreement, the bulk of the laboratory analysis work will be placed with a single laboratory.
