067298-2026A clear, evidence-based understanding is needed of how economic growth to 2045 will translate into activity such as footfall demand, movement patterns & corridors, pressure across Oxford City's streets, public realm, interchanges, particularly within the city centre. This commission will develop a robust and accessible evidence base that quantifies the scale, timing, and spatial distribution of growth, assessing how changes in population, employment, visitor activity, bus and rail passenger demand, and other demand drivers may influence movement across public realm, key streets, spaces, and interchanges. The study will identify where demand is likely to concentrate, assess the extent to which existing approaches to movement and access can accommodate projected growth, and identify where pressures or constraints may emerge over time. This evidence will provide the principal analytical foundation for COMPF, creating a consistent and credible evidence base to inform subsequent transport modelling and testing, subsequent scenario development and the preparation of a Public Realm Masterplan for Oxford city centre. The commission is the first of a three-part programme comprising assessment of future city centre footfall movement patterns, transport testing and the development of a City Centre Movement and Public Realm Masterplan for Oxford City.
